
On Friday, Human Rights Watch (HRW) urged Joseph Aoun, who recently became Lebanon’s new president, to make judicial independence, accountability, and government transparency top priorities.
His election marked the end of a frustrating two-year political stalemate that left Lebanon without effective leadership.
Judicial Independence and Accountability
HRW underscored the necessity for President Aoun to usher in laws that guarantee judicial independence, adhering to international standards.
They emphasized the critical need for transparency within the government’s operations and called for an aggressive campaign against corruption that has severely weakened public institutions in Lebanon.
Moreover, HRW stressed that the fight against corruption should include accountability for those involved in the devastating 2020 Beirut port explosions, as well as addressing the war crimes that occurred during the 2024 conflict between Israel and Hezbollah.
Political Controversy and Stalemate
Joseph Aoun’s election has not been without controversy.
Concerns have emerged regarding potential constitutional violations related to Article 49 of Lebanon’s Constitution.
This article bars individuals already serving in public office, such as parliament members, from ascending to the presidency.
The path to electing a new president was fraught with difficulties for the Lebanese parliament.
Following Michel Aoun’s departure from office on October 31, 2022, political divisions stymied consensus on a candidate, leading to a prolonged vacancy until Joseph Aoun secured a decisive majority in parliament.
International Reactions
Analysis from the Malcolm H. Kerr Carnegie Middle East Center indicates that the long-standing deadlock was broken through increased pressure from the United States and Saudi Arabia, combined with heightened tensions with Israel that diminished Hezbollah’s power in parliament.
President Joe Biden congratulated Joseph Aoun on his new role, noting that the Lebanese people’s commitment to exercising their democratic rights demonstrates a desire for a future marked by peace, security, sovereignty, and the rebuilding of their nation.
